Howlan has been working over 15 years in energy and environmental sector, in the non-governmental organization sector, public and private sectors, in design, oversight and management positions.
Howlan has national and international experience specific to commercial building design, development and green building program management. Since 2007 Howlan has worked as a champion of green building design and promotion, working on all aspects of sustainable design, in both the UK and Canada.
Howlan is fully committed to Toronto's transition to a low-carbon economy, and his area of expertise is commercial existing building retrofits. As Acting Manager of Energy with Corporate Real Estate Management at the City of Toronto, Howlan helps identify and execute energy and carbon reduction programs and projects in City-managed facilities.
Howlan has a bachelor's degree in physics and biology from the University of New Brunswick, and a master’s degree in Environmental Studies from Dalhousie University.
